This course provides an overview of the development of e-government in different countries such as Hong Kong, China, Japan, Korea, Singapore, and other Asian nations as well as comparative analysis to their Western counterparts. The various essentials of e-government are presented and discussed in light of prevailing practice. The tools for assessing e-government performance are also explored and a critical assessment framework will be provided. Selective aspects of e-government will be highlighted, including the exploration of best practices in e-Government in Asia, and the evolution of these practices into smart cities through sustainable urban development, sustainable infrastructure and economic transformation. The integrating operations among the public sectors and outsourcing will be examined.
