GEOG4065 Energy Policy and Analysis (3 units)

The course is divided into four parts. The first section examines energy policy-making and policy responses from a theoretical and analytical perspective. It introduces and applies basic principles, concepts and models from social science theories to energy policy analysis. It is followed by an overview of different policy approaches and tools for analysing energy problems. The second section discusses energy decision-making in response to pressing energy challenges at the global, national and local levels. The third section explores energy policy analysis from a multi-stakeholder perspective. It is to provide a better understanding of the interests, power and conflicts among power utilities, policy-makers, market regulators, consumers, environmental NGOs and other stakeholders, and their implications for energy policy making. The final section offers a collection of national case studies of energy policies as well as local experiences in Hong Kong to draw lessons for effective energy policy-making. The course covers a number of contemporary energy policy issues, including low-carbon economy, mainstreaming renewable energy, public acceptability of nuclear power and smart grid technologies.
Case studies (including Denmark’s 100% renewable vision, Japan’s energy vision in the aftermath of Fukushima nuclear accident, the UK’s approach to engaging public in nuclear decision-making, and renewable energy in China), guest lecturing, video screening, and a two-day field trip in the Pearl River Delta will be important elements of this course to enhance student’s learning experience.
